    摘要:

    化工园区应急物资分配是开展危化品事故应急救援的基础,主要研究如何对化工园区周边的应急物资进行合理的调配以便让应急物资尽快从各储备站输送到事故点,保障事故救援的顺利开展.然而,已有研究大都局限于单目标优化,且过于强调应急响应的时效性而忽视物资消耗的连续性.为此,首先构建一种面向多储备站、多种应急物资、单事故点的应急物资多目标分配模型,并分析推演了满足物资连续消耗的约束条件;然后,基于非支配排序遗传算法和启发式策略设计一种化工园区应急物资多目标分配算法;最后,通过仿真实验验证所提出方法的有效性.实验结果表明,所提出方法同时兼顾了化工园区应急响应的连续性和时效性要求,可为危化品事故应急救援提供更多更好的应急物资分配方案.

    Abstract:

    Emergency resource allocation in chemical industrial parks, which mainly focuses on how to reasonably allocate and quickly deliver the emergency resources of nearby reserve points to the incident point, is the foundation of emergency and rescue for hazardous chemical accidents and is important to ensure the smooth implementation of the emergency and rescue plans. However, most studies concentrate on the single-objective optimization and the timeliness of emergency response but ignore the continuity of resource consumption. In this paper, a multi-objective emergency resource allocation model is first constructed in terms of multiple reserve points, multiple emergency resources, and single incident point. Then, the constraint conditions for the continuous consumption of emergency resources are deduced. Additionally, an algorithm for multi-objective emergency resource allocation in chemical industrial parks is developed on the basis of the non-dominated sorting genetic algorithm and a heuristic strategy. Finally, the validity of the proposed algorithm is verified by simulation experiments. The experimental results demonstrate that the proposed algorithm considers both the continuity and timeliness requirements of emergency response in chemical industrial parks and can provide the emergency and rescue for hazardous chemical accidents with more and better emergency resource allocation schemes.
